I'm Sebastião — an international lawyer, governance and policy advisor, and institution builder with with more than a decade of experience in European, Asian, frontier and post-conflict markets. My mission is to help build better, sustainable institutions and nations.I govern a Grameen-method microfinance bank serving 25,000 borrowers. Structured the $450M Millennium Challenge Corporation compact for Timor-Leste — drafting its founding legislation and serving as Secretary to the Board. Built several public institutions from scratch. Drafted six national laws. Advised ministers, embassies, international cooperation agencies and multilateral institutions on governance and policy. Served as counsel to Timor-Leste's investment agency, negotiating and drafting FDI worth $1.5B.MPP, Maastricht University / UNU-MERIT.
